When collecting variants of parent jobs, Zuul will not fall back to master if branch stable/1.0.0 does not exist [1]. You might be thinking of what Zuul does once job scheduling has been completed: Then Zuul will use a different algorithm to checkout projects which are listed in job.required-projects.
