be quite static and to run counter to the goal of this being a dynamic/fluid mechanism.

However, that said, we should also consider whether the outcome of eagerly under-partitioning the target resources (i.e. splitting the global set into too few subsets initially, as not all agents have yet started up) is actually something we can tolerate.

Seems that the result would be simply more than the expected number of samples for certain resources, during that period of churn as agents are being restarted.

The pathological case would I guess be a widely scaled out array of central agents, all being restarted in unison, e.g. as a result of an upgrade.

In this case, I wonder would it make sense for each partition coordinator to check the join times of the preceding members of the group, and to adaptively size their wait period on that basis?

Nejc, are join-timestamps actually surfaced in the group-membership primitives provided by tooz?
Nejc arises, all members of the group starting to poll at the same time. It would also mess with the cadency of the polling cycle, where an agent joining would delay the polling cycle which would thus happen at irregular intervals.

Whereas if we just wait for one interval *independently*, we avoid that. The cost is that when an agent joins/leaves, the resources partitioning is consistent when all the group members start their *next* polling cycle from the point in time when an agent joined/left (not immediately).

agent | time
----------------------------------------->
    1 | J --- P --- P --- P ...
    2 | J --- P --- P --- P ...
    3 | J --- P --- P --- P ...

This is actually already implemented in this patch. When I mentioned synchronization above, I mean *within* the agent, not *between* agents. When starting up, we need to join potentially a lot of groups and we should be sure we have already joined them first. After thinking about it some more, this is already ensured, since on every partitioning, the PartitionCoordinator ensures that we are members of that group first.
Not explicitly, but each member can pass a data dict to tooz when it joins a group and we could store a timestamp in that.

But do we want to add this complexity? You need to have a concept of readiness, something that tells you the group has been joined by all the "foreseeable" central agents.

I can see two cases:

1) Central Agents share the same config: each can pass the list of hosts and instances for the central agents that are going to be started, like when you have several queue_host/queue_port in Oslo when they join and then Tooz can understand when all of them have joined or timeout.

2) Central Agents have their own config: there should be a configurable interval parameter for the heartbeat the Tooz config. When a Central Agent joins, Tooz will wait a full heartbeat. If during that a new Central Agent joins then the heartbeat interval is considered from the time the new Central Agent has joined. The bottom line is that a heartbeat has been received at the same time from all the Central Agents in the group and no new one have joined, then the group is good to go.
It's because the partitioned alarm evaluator does the same thing currently.

https://github.com/openstack/ceilometer/blob/6a19c940fb463b9bc5a9c0e9b1572071da75af69/ceilometer/alarm/service.py#L152

Should this be user configurable? What stops the group size from changing during this period, or during iteration? What stops the ids from being in different sort orders (afaik uuid.uuid4 is a random uuid)?

U might strongly want to look into using consistent hashing instead.

https://pypi.python.org/pypi/hash_ring (or other library) to avoid these kind of size change issues (although using anything but a static-map won't likely fix this problem). If you don't and the group size changes during iteration (whats to stop it from changing size?) certain members will get other members items and the whole thing will be wonky.
