So I did some testing with it but ran into some complications.

1. The wsexpose function in wsmeext "consumes" any exceptions it catches and only returns information about exceptions as python objects. So the except block of localize_exceptions never gets called.

2. I next tried putting @localize_exceptions under @wsme_peca.wsexpose in the code, since decorators get resolved starting from the one closest to the def statement, moving upwards. But then I got errors like this:

  File "/opt/stack/ceilometer/.tox/py27/local/lib/python2.7/site-packages/wsme/api.py", line 120, in set_arg_types
    if args[0] == 'self':
IndexError: list index out of range

Which I think is a result of wsexpose assuming it's going to be the first decorator. I tried a bunch of other ways to structure localize_exceptions as well (passing the same variables to localize_exceptions as the variables that go to wsexpose, for example), but none worked.

So I haven't found a way to make this work, as localize_exceptions can't be before or after wsexpose without making changes to wsexpose.
What about something like this?

def localize_exceptions(func):

    @functools.wraps(func)
    def wrapped(*args, **kwargs):
        try:
            return func(*args, **kwargs)
        except Exception as e:
            if hasattr(e, 'message'):
                pecan.response.translatable_error = e.message
            raise e

    return wrapped

You can then decorate your entry points like this:
@localize_exception
@wsme_peca.wsexpose(blah blah...)
def get(.....).....

I tried doing that here, haven't gotten any comments on it yet:
https://review.openstack.org/#/c/40248/4/ceilometer/api/controllers/v2.py

What do you think, will it work?
I thought about using a decorator on the response object to "add on" a translatable_error member.
