Decide where rbd-mirror should be deployed (one-way vs two-ways replication) and pass `ENABLE_CEPH_RBD_MIRROR=true` to trigger the actual rbd-mirror deployment to the target cluster

2. Perform the configuration as described in the documentation, which should be covered by this patch.

I didn't check all the tasks present in this playbook, and we might have gaps atm, but I think the first thing to do is setting up a multinode job where you deploy ceph twice. It might be possible to run ./stack twice, the first one on a regular standalone devstack, the second one in a dedicated node with something like [2] (passing ENABLE_CEPH_RBD_MIRROR=true).
This way you could have two standalone ceph clusters, and you should only enable journal based mirroring (one way) on the last one.
I feel like there's still something missing, but we can work on closing that gap.

[1] https://review.opendev.org/c/openstack/devstack-plugin-ceph/+/948768
[2] https://gist.github.com/fmount/a909852b736f03bca8e96b52492dd0b2
6e2ce8d348a39953309bbc3be1e560e502ea3960"}]}
