This is due to the fact that (stestr default shebang points\nto system python when installed through devstack and the functional\ntox target uses that version thanks to sitepackages\u003dTrue.\nThe sitepackages option  must be used to find a few system ceph/python\nlibraries not available on pypi.\n\nSetting PATH is not really needed nowadays, so remove the custom\nworkaround.
