That way after every service of given type Mitaka we can safely restart/signal a service and it will come up as fully operational Mitaka. Note that RPC version pinning affects only sending the requests. Service is still able to serve both new and old services.

I don't see a problem with this logic. You need to upgrade all of the services of a given type and then you may signal all of the ones calling them to reload pinned version. That would mean:

* Completed c-api upgrade -> do nothing.
* Completed c-sch upgrade -> signal c-apis (c-sch is called by c-vol when rescheduling occurs; this isn't a problem, c-sch will safely accept requests from older c-vols).
* Completed c-vol upgrade -> signal c-apis and c-schs.
* Completed c-bak upgrade -> signal c-apis.

It's also completely safe to send signals to all the services after whole upgrade is completed if you find it more convenient (it probably is more convenient).
I understand it as if the process doesn't end, every time new a RPC object, it uses last pinned rpc version and object version.

When a process like backup manager starts, it reads the minimum version from db.

https://github.com/openstack/cinder/blob/master/cinder/backup/manager.py#L90

But this is wierd. For example, during upgrade, for volume services, some in liberty, some in mitaka, when a c-vol restarts, get_minimum_xxx_version gets liberty version, it will not change unless the process restarts.
