operators to completely disable\nthe sending of backup progress notifications to the Telemetry service.\n\nPreviously, there was no way to fully suppress these notifications.\nDisabling a driver\u0027s progress timer option would only stop periodic\nupdates, while chunk-based notifications would still be sent.\n\nTo provide more control, the ChunkedBackupDriver base class has been\nupdated to accept an `enable_progress_notification` parameter in its\nconstructor. This allows each child driver to define its own master\nswitch, as is currently done for `enable_progress_timer`.\n\nThis commit applies this new pattern to the Swift, Posix, GCS, and S3\nbackup drivers. Each driver now has its own configuration option to act\nas a master switch.
