tired of debating-- both ways work its mostly just a matter of preference. I personally would prefer all the info to be together in a single rst (ideally CONTRIBUTING.rst) and then just have the other (contributing.rst) be the sphinx glue. If we feel like we need to call out the GitHub/Gerrit stuff more clearly, then adding something to the very top to call that out makes the most sense to me. All that said, this needs to be settled because the end of the release is fast approaching and I am getting concerned about projects finishing the goal in time. Also, I think this merging will require another update to the goal to modify the phrasing again to call out the correct files.
