This workaround was added in order to handle the Pike UCA. So we worked around that by forcing an update of\nPasteDeploy via pip in the ceph devstack plugin.\n\nNow, recently we updated to the Queens UCA [0] and then the ceph job\nstarted failing again with:\n\n  ImportError: No module named urlmap\n\nbeing raised from PasteDeploy. I think this is because of our old hack\ncreating a mismatch between apt-get and pip again since the python-paste\nversion coming from the Queens UCA satisfies upper-constraints and is\n*not* being updated via pip.
