I have created the revert of change whihc caused distro having \u003epy3.9 jobs failing - https://review.opendev.org/c/openstack/tempest/+/966308\n\nFor job running on py3.9 (CS or rocky linux) , we need to install tempest in venv with higher pythin than 3.9 and keep testing the py3.9 jobs with that.
