This patch appeared at just the moment I happened to need it!

I've spotted a bug, however: in package-installs.yaml the 'arch' value for ARM should be arm64 to match the name used by diskimage-builder (as opposed to the name used in Rocky packages). Without this change, images are built without any kernel at all, regardless of the DIB_ROCKY_KERNEL_64k variable.

Separately, this may be excessively picky but the lower-case 'k' in the environment variable might have tripped me up if I wasn't paying attention. Perhaps it would be worth capitalising it?
You're welcome! Thank you for the feedback.

I am looking into the package-install thing you mentioned. You're right that arch has to be the "Fedora"-like 'aarch64' instead of arm64. It appears that something is not translating this properly. I will stack this change ontop of another which addresses the root cause here (i.e., either arm64 OR aarch64 passed to DIB should trigger the conditional install)
5d6e18d53f4ed62f44338e02f04cfe007c37ebaa"}]}
