We can't have our cake and eat it too, both for the upstream stable branch maintainers and the downstream people that want to keep these branches around forever. I can't speak to experience for what maintaining stable branches is like for swift, as I've never been involved there since swift is pretty isolated in this regard compared to the rest of the projects in openstack. I don't know if that means there can be exclusions to this resolution and swift becomes the exception.
#. We need to do that for each project, not for the branches as a whole, because I expect some projects to be maintained for longer than others. There are four, as follows:

A) Mainline. Bugfix work is typically wrapped into the next release.
B) "LTS": selected bugfixes are backported for a period of time
C) "LTSI": selected bugfixes are backported and new features are merged (whether submitted to mainline or not)
D) "SLTS": selected bugfixes are backported, with occasional forward rebasing on mainline, while preserving ABI and API stability.

These are four very different policies. All four have different communities providing support. All four are hosted by kernel.org, and each has multiple vendor trees that derive from them. My preference would be for OpenStack to have a policy that allowed that, assuming a sufficient demonstration of interest on the part of maintainers for each branch.

I believe the way to get there would be to have a framework resolution that is not intended to change that permits the existence of branches that are supported on different than default timeframes, and then a set of resolutions (from none to many) with specific policies attached to specific branch naming schemes, to be supported by specific volunteers, with the expectation that those volunteers (ideally including some or all of the core reviewers for each project) would otherwise confirm to openstack social expectations.
#. I only advocate for leaving the possibility for future statements that would permit specifically named sets of branches with specifically identified policies, such that one shared agreed policy would apply to any branches that belong to a given set. While my preference for extended release consists of "maintain feature and ABI stability", there are strong arguments for only "maintain ABI stability", and I have yet to see any compromise between these positions that is workable to both groups.

A key component of my position is that there should only be sets of branches with policy where there is an identified group of folk who are going to use them for collaboration. To my mind, simply offering freedom to fork encourages people to do so, which leads either to the current practice of several vendor branches sharing patches in ways that are invisible upstream or to proliferation of alternate "upstream" sources depending on the consuming community (where the "upstream" for a set of consumers may be entirely unrelated to the repositories on git.openstack.org).
#. My concern is that if my base and your base aren't the same (ie a stable hash/tag/whatever), our patches will look different upstream/downstream which just increases the maintenance cost rather than really being a benefit. There are many people who would look to that and say why bother because I'm going to have to manually merge all the patches downstream anyway so why should I propose it upstream if the patch is going to be completely different because my tree doesn't look like yours. As a downstream consumer we rely on the tarballs as starting point so if they aren't going to exist for our consumption, it might not matter if this process exists upstream because we'll just have to pick all the patches from upstream and carry them downstream anyway. I do not read anything into this resolution that either forces particular downstreams to participate or implies that every patch must be consumed by any downstream that is unable to upgrade to match the release cycle. My understanding of the intent is to provide a place to enable those downstreams that wish to collaborate using the openstack infrastructure to do so. If a particular downstream would find this process onerous, the easy alternative is to continue with the status quo, simply not consuming changes from upstream more than 18 months after release.

If there is consensus by several downstreams participating in this process for specific branches and specific release timing, it may be appropriate for them to collectively prepare tarballs or similar as a collaborative downstream activity. I do not believe this should need to involve the existing release team (or affect existing release policy), and doubt that it makes sense to discuss this possibility in much depth prior to reaching agreement to have branches not deleted long enough that the character of such branches can be evaluated.
Yea I was just thinking of the consumption of these patches.
