I think that how your method works out in practice is that we never merge proposed goals, we only merge selected goals.  I think TC members would not merge a very rough idea; we would require it to be fleshed out enough to be at pretty viable, and the iterations would focus on changes as the result of debate in the ML and elsewhere.
