I really feel that the original problem with "stable policy has to change, because it is hard to maintain old and every stable branches" came from this very same problem: if the stable branches are not actively maintained, then when someone has to touch them, it is painful to fix every single issue that has grown in the meantime.

To be a stable core for a team is really just to understand and follow the 'stable policy'. Then someone from the stable-maint-core group looked at the reviews of the person just to double check that the person understand the stable policy and reviews according to it, then was added to the <project>-stable-maint team.
This kind of mails/pings actually did not happen so often, perhaps because there were not that many new and active stable reviewer around the teams. (I have added 3 reviewers to projects' stable core group this year if I remember well)
Anyway, the goal is to have enough stable core reviewer for the teams who keep their stable branches really *stable* and do maintain them and avoid introducing regressions. If teams feel in this way they will be more flexible and this helps to be more active in stable maintenance then I can accept that.
I'm +1 on the first part, but this second part still seems meaningless to me.
