As per TC policy for defining the testing runtime, we need to decide at the start of the cycle. We have experimented on modifying it in between cycles for example in yoga and we end up with a weird situation and extra work.\n\nIn terms of distro new version update in between of cycle (this case), and especially Ubuntu version which is used in most of our CI jobs, it is a lot of extra work and testing and disturbs the development cycle. It is about testing more than 300 repos and if we need to fix the things then again that is extra work. I am doing the migration for the last two cases (xenial-\u003ebionic and bionic-\u003efocal) and it is a lot of work.\n\nDistro version update needs to be done as a community-wide goal so giving that goal in between of cycle (after {PTG where projects plan their work) is not good. Planning such migration and work at the start of the cycle gives TC and projects time to plan other items for that cycle. \n\nLet\u0027s consider running py3.10 running on all the project as non voting as *minimum* but project can run it voting also.
