I checked "skyline" subject mail every week from openstack-discussion mail channel, & assigned, reviewed, or committed codes then. I had suggest tc give a mail to previous PTL beside broadcasting in several months ago. It seems I need to filter "election" keywords to avoid missing again.
2. I can commit being reachable on IRC in the skyline and TC channels 2 days per week for the whole cycle, Skyline has others 3 core developers, I can commit they alive in IRC when I was absent.
3. Skyline apiserver codes is not very heavy (console is heavy), so the change from async to sync is acceptable. We can raise a spec firstly, like https://opendev.org/openstack/skyline-apiserver/src/branch/master/spec/bp-2024-h1-todo-list.md, add design docs to it, then do coding.
4. We're on discussion, & will give updates later.
PTL should firstly know the project codes, then be familiar with the core developers.I'm glad to see you wanting to be the PTL, Skyline belong to everyone & welcome all volunteers. However I suggest you hold for one or two cycles, do committing codes (fix bugs, implement features), be a core, then applying PTL would be naturally.
Let's get this in. Can you explain why this keeps happening and what can be done to prevent this from repeating in the future?

b) You list an IRC account but it doesn't seem to be online. Can you commit to being reachable on IRC in the skyline and TC channels for the whole cycle?

c) If the framework is to be changed in such a significant way, would it be good to have some design discussion on this first? Where would you see that happening?

d) There was some discussion on the mailing list regarding running skyline in a subpath on a web server, like in /skyline, what do you think about that? (see https://lists.openstack.org/archives/list/openstack-discuss@lists.openstack.org/message/X3YVI4EUHZMKRQ3ZRFA224YK472YEKIL/)

I will still keep up my offer to take over the position of a PTL for the project and mostly help with these more administrative issues, which I hope wouldn't stop you from submitting further contributions to the code, maybe that would be a feasible option for you?
Hi Wu Wenxiang,

Thank you for following up with this proposal.

The PTL election process is well defined [1]; thanks for the advice on copying prior PTLs in email notifications, however, I want to call out that elections dates are certainly predictable. We have a guideline to follow for these elections:

“The election is held no later than 3 weeks prior to each cycle final release date (on or before ‘R-3’ week)”

We'll try to take your feedback on pre-determining election timelines and publishing them as part of our release schedule. For example, the release schedule for Dalmatian [2] will contain these election dates. Please look there, or consider subscribing to gerrit notifications on the Election repository [3]
We actively encourage PTL (and all community leadership) roles to be rotated. This means, as a PTL, we would highly encourage growing leaders in within your contributor base who can take on the next PTL, and assist in project leadership. This is a critical component of successful, long living community projects. Please see our note regarding rotating the PTL role for the future [4]

Regarding IRC participation, please note that IRC is a medium for async communication within our wider community. In [4], we have also called out IRC communication a number of times; I think it goes without saying that PTLs have a responsibility to be available on IRC. However, we understand that running bouncer software and checking logs may be inconvenient. A certain section of the OpenStack community join OFTC via Matrix/Element because it eases some of this pain; maybe you'll find that approach easier? Have you tried it? If not, the manila community has published a guide [5] for their new contributors that suggest this approach. Please give it a shot.

[1] https://governance.openstack.org/election/process.html
[2] https://releases.openstack.org/dalmatian/schedule.html
[3] https://review.opendev.org/q/project:openstack/election
[4] https://docs.openstack.org/project-team-guide/ptl.html#handing-over-ptl-duties
[5] https://docs.openstack.org/manila/latest/contributor/irc-quick-and-dirty.html
6d577f8df1c6eeb68b71a83aae7d4fef1796e3ed"}]}
