And it is a little confusing and I think I think we could potentially re-write some of this, but I'm not sure because there is cross dependencies in the data and validation. Honestly, maybe we should test it out somehow and prove that this wouldn't be a problem. On a devstack (or RDO?), its pretty hard to actually observe the effects.

Anyway, here's the difference, this change now causes onInitSuccess to run before all the data is retrieved. On master, ALL of the data is retrieved before onInitSuccess is called. This is because the current code on master returns a promise to the $q.all. Same for getNetworks. Note the difference in the naming. "on"GetImages vs getImages (returns promise).

Why is this important? Because this is a factory:

https://github.com/openstack/horizon/blob/fbaa7a53f9c5153d3382e07b62947679c10d6d9e/openstack_dashboard/dashboards/project/static/dashboard/project/workflow/launch-instance/launch-instance-model.service.js#L17

in angular both factories and services are singletons, which means all the data here is shared across asynchronous calls. If you were to click launch instance, then cancel and click launch instance again very quickly, you'd basically get a non-deterministic result of what data is loaded and don't know when it is loaded. If one call takes 5 seconds and the rest take 1 second, the calls would be made multiple times and the asynchronous callbacks may happen multiple times. This in itself is not something I'm actually sure would be a problem on its own. There are a few pros and cons:

the whole launch instance wizard may load faster and the data would populate as it comes in. However, what may be a problem is that each of the steps receiving the data may intake their data and display results differently. Most of the steps bind their data directly to the model. However the flavor step does something differently and I'm not sure what might happen.

But basically, the following if block ensures that everything in $q.all completes before all of the steps load.

https://github.com/openstack/horizon/blob/fbaa7a53f9c5153d3382e07b62947679c10d6d9e/openstack_dashboard/dashboards/project/static/dashboard/project/workflow/launch-instance/launch-instance-model.service.js#L184-L196

If the previous time the launch instance was launched isn't yet done initializing, it will just return the previous promise (and not go get images again).

https://github.com/openstack/horizon/blob/2cf815c217ec2e9c68faa4ca79d0a00f8e2c248b/openstack_dashboard/dashboards/project/static/dashboard/project/workflow/launch-instance/launch-instance-wizard.controller.js#L34
Thanks for the explanation, not sure I understand everything correctly but I assume that with the return added below, now everything is a promise so it will wait for everything to be resolved to call the onInitSuccess?
Given all of the above I said...
