Could you explain the reason?\n\nThis is not openstack-manuals project. Does openstack-manuals project define the cross-project guideline for section headings? As far as I know, openstack-manuals project is the only project which uses tildas for second level and dashes for third level. In most other projects, we use \u0027\u003d\u003d\u003d\u003d\u0027 (underline only) for 2nd level and \u0027-----\u0027 (underline only) for 3rd level (example, nova devref and some i18n documents). Another example is \u0027-----\u0027 for 2nd level and \u0027~~~~~\u0027 for 3rd level (for example, neutron and i18n documents). One more example, sphinx document has different way http://sphinx.readthedocs.io/en/latest/rest.html#sections . \n\nIMHO openstack-manuals project uses a unique and project-specific guideline.
