first-boot preset-all reset when it\ndetects an empty /etc/machine-id, resetting ALL service enablement\nstates to the distro preset defaults. This removes the symlinks created\nby `systemctl enable` during the DIB build, so\nironic-python-agent.service never starts and the ironic conductor times\nout waiting for the IPA heartbeat.\n\nsystemd 252 (CentOS 9) only presets services that don\u0027t already have an\nenablement state, so the existing symlinks are preserved.\n\nAdd a systemd preset file that declares IPA services as enabled, so they\nsurvive the first-boot preset-all on systemd 257+.
