Do not use 413 Request Entity Too Large.
* For badly formatted requests, the return code should be 400 Bad Request. Do not use 422 Unprocessable Entity.
- If the API limits the length of a property that is a collection, the return code should be 400 Bad Request when the request exceeds the length limit. The client should adjust requests to achieve success, and shouldn’t expect to repeat the request and have it work. Do not use 403 Forbidden for this case, because this is different than exceeding quota – for a subsequent request to succeed when quotas are exceeded the server environment must change.

Since this is about setting the limit, not a request that would increase usage of quota, the first point doesn't apply, even though it's tempting to think it should.

I could see this falling under the scope of a badly formatted request. The user needs to adjust their request (make the number smaller) in order for it to succeed. On the other hand, you could look at it from the other side and say that the server environment (the parent quota) needs to change in order for the request to succeed. I think I lean toward using the 403 which is what you have here, I just want to check that this has been thought out and discussed.
"keystone/limit/backends/sql.py":
This seems like something that should be it's own change?
