It\u0027s magnum-conductor that  fails when it starts.\n\nYour test in 1010277 shows `pip install magnum-cluster-api` succeeding. pip installs the package but never imports it, so the build can\u0027t hit the problem. \nmagnum_cluster_api/resources.py (still true in 0.38.2, the version your build installed) has a module-level import pkg_resources on line 23.
