Therefore, we can disable it in dev builds and enable it\nin release builds, otherwise, there is no reason to maintain the horizon\nversion entry in the OpenStack requirements as the horizon builds always\nignore it.\n\nTo configure the use of constraints in PIP install while building the\nHorizon container, we will need to use a template override that sets the\n`horizon_use_pip_validate_constraints`. We need to set the variable to\n`True` (if we want to validate the constraints), or `False` (if we do\nnot). The default value if the variable is not set is `True`.
