The lib/neutron was an attempt\nto refactor the old module but, in the last few years it hasn\u0027t gained\nany traction and due to the lack of features and people to work on it,\nit\u0027s going to be removed from DevStack eventually.\n\nBelow is a snippet from the PTG summary email [0] about this topic:\n\n\u003csnippet\u003e\nIn Devstack there are currently 2 modules which can configure\nNeutron. Old one called \"lib/neutron-legacy\" and the new one called\n\"lib/neutron\". It is like that since many cycles that\n\"lib/neutron-legacy\"\nis deprecated. But it is still used everywhwere. New module isn\u0027t still\nfinished and isn\u0027t working fine.  This is very confusing for users as\nreally maintained and recommended is still \"lib/neutron-legacy\" module.\n\nDuring the discussion Sean Collins explained us that originally this\nnew module was created as an attempt to refactor old module, and to\nmake Neutron in the Devstack better to maintain. But now we see that\nthis process failed as new module isn\u0027t still used and we don\u0027t have\nany cycles to work on it.
