I assume you're implying this point about OVS more generally, since OVSDB is a part of OVS. First off, OpenStack already heavily relies on OVS. Aside from that, I disagree with your "single-vendor-driven" claim. That's common FUD about OVS, and that does not match my experience as an OVS maintainer. In the Mitaka cycle, 3 of the top 10 contributors in terms of # of commits are not VMware. http://stackalytics.com/?project_type=ovs-group&metric=commits

2) As mentioned in #1, this isn't new. Further, OpenStack relies on A LOT of external open source projects. OVS, Libvirt, KVM, qemu, ceph, python, linux, and on and on. I think this argument is irrelevant. In fact, I consider it a *benefit* when OpenStack projects can make use of another project. OpenStack should reuse implementations as much as possible, as the technologies we use are not specific to OpenStack, and making them more reusable is ideal.

3) I mentioned in a comment higher in the document that I think the overlap is a more broad and loosely defined thing than just core teams. There's a lot more to project success than core teams. With that said, the top two reviewers in networking-ovn for the Mitaka cycle are also members of neutron-core.

4) That is false. I assume you're referring to OVN itself. We have commits in OVN from 6 different companies. The commits from outside VMware are not few and trivial, either. Technical criteria is much more practical since it is more objective, less controversial, and less likely to introduce negative energy among the OpenStack community than the core member overlapping criteria. The core overlapping could easily change over time due to Neutron core member change, core members’ work load change at different times, and individual core's work or work priority change.
We need high quality contribution in OpenStack for it to be useful. In order for a subproject to deliver a high standard new technology, it is critical for some contributors who specialize in that technology area to concentrate and drive the design, implementation, and review to completion. Hopping around will result in low quality contribution and/or long delayed project delivery.
If we would like Neutron to grow, Neutron core can not be restricted to existing Neutron functionality.
To be perfectly honest, I am not sure what point you're trying to make, let me see if I understood you correctly by saying this: as a key engineers on this project, I and others have realized that we can't hold everything super-tightly coupled. Cohesive components must be built and integrated in a loosely coupled fashion. There is no core vs non-core. There's an underlying framework that stuff can be built on top and assembled to deliver a set of services. What you learn in the process can be fed into the framework to enrich it with pluggable points. For legacy reasons (or because we didn't anticipate the growth of the project), some stuff is still embedded in the underlying framework. Can that be pulled out? Sure. Is it worth it? Probably not. That said I do not want to pollute this discussion with this argument.
policing/enforcement job.
