Then I restarted the l3-agent with the new changes added a floating IP for a second tenant's VM. The veth to that tenant's router got an IP from the "new" subnet cidr:

5: fpr-52582976-0:
    inet 169.254.31.29/31 scope global fpr-52582976-0

6: fpr-a8a4391e-a@if2:
    inet 169.254.178.169/31 scope global fpr-a8a4391e-a

4) I then dis- and re-associated the floating IP for that first tenant. Since the fpr-device was re-created it got a "new" IP:

6: fpr-a8a4391e-a@if2:
    inet 169.254.178.169/31 scope global fpr-a8a4391e-a

7: fpr-52582976-0@if6:
    inet 169.254.155.21/31 scope global fpr-52582976-0

So I think it works fine on an upgrade unless I missed something, and since the "old" and "new" cidrs didn't overlap, there should be no overlap conflict.

Let me know if there's something else I should test.
Thanks Brian I think that covers it.
