Certainly it is technically possible to have a volume for the root disk - it would just be another filesystem at the end of the day. Doing hotplug/unplug of volumes is where any complexity / trouble would be, because Nova's (somewhat poorly designed) block hotplug mechansim relies on specifying the disk device node, whereas for docker you'd really want to specify a target mount point. That's not an insurmountable problem - Nova could easily be extended to allow that in the block device mapping, but I don'pt think that's something we need care about now.

I don't consider volume support to be a mandatory requirement for virt drivers in Nova. There are plenty of ways in which you can make great use of Nova without any use of cinder volumes

* Guest instance mounts a filesytem to get persistent storage from some network filesystem (eg NFS, gluster, etc) provided by another VM instance they own
* Guest instance is relying entirely on a network accessed database (oracle, postgresql, database as a service, etc) for persistent storage
* Guest instance is just a transational processing system reading jobs off a message bus and putting results back on a message bus.

There are other examples I could come up with, but even those three clearly demonstrate there is value in using Nova without any support for block storage whatsoever being required. So calling cinder support mandatory is just putting an artificial obstacle in the way of our users wanting to make use of Docker
 commit.
