Looking for the docs, I've linked in my comment above, I'd like to discuss either we go the way Dan and Sean are suggesting, or maybe we should go with existing convention despite the fact how unRESTful it is :)

For os-services currently we have five actions:

- /v2/{tenant_id}/os-services (GET)
- /v2/{tenant_id}/os-services/enable (PUT)
- /v2/{tenant_id}/os-services/disable (PUT)
- /v2/{tenant_id}/os-services/disable-log-reason (PUT)
- /v2/{tenant_id}/os-services/detail (GET)

all of the PUT methods accepts payload, which looks like this, for example:

  PUT /v2/{tenant_id}/os-services/disable
  {
    "host": "host1",
    "binary": "nova-compute"
  }

with except of the "disable-log-reason", where additional filed "disabled_reason" is required.

Said that, I'm just wondering, why we don't just stick with that convention during adding new API calls, and following the examples Dan and Sean are proposed, so for the request the payload will looks like this:

  PUT /v2/{tenant_id}/os-services/{service-binary}/{host-name}
  {
    "service": {
      "state": "down"
    }
  }

(The "service-binary" is hardcoded in this BP as "compute", but there is nothing to prevent to actually parametrize it)

I think that stick with single convention would be beneficial, while adding something which would look kind of strange contrary to the other calls might be confusing.

Personally I would go with single, coherent convention. It doesn't mean that we should stick with it forever - we can change it - however, I don't think that it is the topic of this BP :)

Thoughts?
Are you saying that the v2 services PUT request is currently not wrapped properly?

Regardless, this is really not something we need to work out here, I don't think. Internally nova updates service state as disabled, and force_down flag set to True
3. If anything enables service, the force_down flag is set to False and service state is set to enabled

If so, I see one issue with that. Suppose we have such situation, that host with the nova-compute start to behave bad. Cluster manager decide to shut it off, and make the force_down call to perform some other actions. In the meantime operator see that on such host compute service is disabled. First thing on the operators mind would be to enable it. As the consequence scheduler might point such host as a good place for deploying an VM.

To make long story short - I believe, that force flag should be set and unset explicitly by calling this API.

BTW, automatic enable/disable the service in case of set/unset of the forced_down flag is interesting approach. This makes sense since you don't want to have two instances running on the same shared disk (since that could corrupt things).

As for automatically setting the state of the VMs to "error", without an external heath monitor it's possible that we've simply lost communication with the compute node (in which case we don't know anything about the state of the instances). If we have an external health monitor reporting a compute node as "down" (and possibly enforcing it via fencing) then it might actually make sense to put all the instances into an error state.
The REST API impact should be the http interface, not the python CLI, e.g. POST and the URL
See the Nova Liberty template for more information.
Python CLI changes are still needed, but not in the Nova spec.
It will feed into python-openstack-client and/or python-novaclient projects. Then to call API to tell this to Nova so all the states there would be correct against the fact that host is down. This operation was thought to be for the host as the thing that is down is then physical host. What should then normally be effected internally when the API is called in Nova db would be the vm states and nova-compute state. Now if the thing is that this assumption cannot be correct always or the os-host API should not touch those states, then there just need to be perhaps several different API calls to set each and every VM to error state ("reset server state" API is there) and then a new API just to set related nova-compute as down as it currently would take too long time. To have this happen the external tool needs to query first everything related to host from Nova and then call several APIs to have states correctly. This calling of several APIs would surely have been also thing to be avoided.

nova-compute and Vm states need to be correct fast and reliably when host goes down by calling API to do this. That is still the thing to be accomplished here together with the capability to evacuate fast as result.

I am new here, so any help is really welcome to accomplish this in most suitable manner. By making sure that the SG API would report the associated service as down, we would then be sure that the node wouldn't be elected.

There are some minor adjustements necessary tho, in particular when evacuating an instance, because it does call the SG API too to verify that the service is down - and if not, it won't evacuate, but I think that's valuable to free up that constraint by saying that it's not necessary if the service has multiple nodes behind it.
So the scope of spec would narrow down to only setting nova-compute down with API modification to introduce "/os-services/down" (up should not be needed). Notification part of spec needs to be changed to not send anymore notification about host going down, but instead about nova-compute down. VM states could be then be put to error state with existing API that I can still tell in spec to show the procedure as a whole.

I can see that this is the way to do, but still it seems not so sophisticated to me that one should report single thing; "host down" and yet have to call several different APIs to have this reflected to openstack. Good thing is that one could only report single part being down, but yet there is nothing about the host itself, that is only reflected as "nova-compute".
I don't actually think it matters for the specific purpose of this feature.

The idea behind this feature is to allow immediate evacuation of instances. That's only available if the nova-compute service is down, so this feature provides a way to tell nova that a given nova-compute service is down.

Now in practice, part of doing evacuation robustly is ensuring that the original instance is fenced so that it can't do anything harmful.

In an environment where you have the nova-service running on the node, this is straightforward--you could isolate it from the network and send it for a reboot. By the time it comes back up the instance has probably been evacuated, but if it hasn't then it could be restarted on the original compute node.

In an environment where you have the nova-service controlling a bunch of nodes, then you may not want to do immediate evacuation--it might make more sense to restart the nova-service and see if it can re-establish connectivity. However, if you did want to trigger immediate evacuation you would also want to cause all of the hosts controlled by that nova-compute service to go for a reboot.
The spec template requests that you provide updated json schema for the API changes you have described.
