In the case that your fencing agent forces the power on the host box off, then changing the instance state to SHUTOFF would make sense. However, I expect some fencing agents will *just* fence the node at the network level and therefore not actually affect the state of the instances running on it. If you are not planning to use force-down to schedule evacuations, but just prevent new instances from being scheduled to the host, then you might employ this sort of network-only fencing (or maybe none at all) and still use the mark-host-down feature.

Additionally, when we un-force the host down, we can't make assertions of the instance states and require those to be naturally updated.

For the reasons above, I think we probably should not touch the instance states as a matter of policy as part of a force-down call, but I think it would be interesting to hear what other people think about this.
tool to call API to mark compute node down if it has failed. So one could not couple marking host down straight to have VM instances a state effect. Anyhow in case VMs are not evacuated, but user would expect reboot or the own action to schedule new instance, then one should have clear indication in VM instance data query that there is a problem. Later on maybe coming some notifications that could be caught to know state of system, but those are not there yet and neither is capability of having notification to user with polling it from ceilometer. There is a nova-compute daemon running somewhere that is responsible for a whole vcenter cluster. It's not running on the same hardware and maybe even in the same rack as the hypervisor nodes. It being down means even less about whether the instance is really running than in the kvm case where the two are co-located. That + live migration out gets you where you want to be.

It's still not clear exposing these fields to the user gets you the workflow you are looking for.
