Now getting allocations helps to ensure the first host pick is a good one, and if someone else already got in there we will retry for another candidate host. All is well.

But in this retry case, its very likely all the other top candidates have already been stolen by other build requests.

One option is make extra allocations in the first loop for the retry hosts, and drop them if they are not used once the build has succeeded. But that is fairly terrible as it stops you using all your capacity when these large bursts occur, and a fill first approach gets totally screwed over.

The other alternative you mention in the alternatives already, we just do the up call.

... so a long story, but I think you strike the correct balance here, but I think we need to state something about this problem. When there is a large burst of builds, the retry candidates are likely to be rubbish. The retry loop that we now do in claiming resources in the scheduler is very tight and means we no longer have the issue of a stampeding herd of instances all competing for the same target host trying to claim resources on it.

There's still potential problems when CPU pinning or NUMA topologies are needed, but that's ... well, that's a known issue.

The *only* thing that this alternate hosts spec solves is unexpected failures to build on the compute host. The alternates will probably overlap, so yes, there is a chance that an alternate will not have sufficient resources. Keep in mind, though, that most build failures we see are due to the race for resources that claiming in the scheduler will eliminate. So retries should be much, much less frequent.
