Now, the address is obviously reached by selecting a port and network to send over but the IP stack in the OS works that out. They're not strictly tethered to one interface; it's more that there's an interface that will be selected, but the selection is something that happens regardless of whether you happen to put the route on an interface, and may or may not actually select that interface anyway.

Sorry, that may be a bit confusing, but the point is that unless you plan on taking the interface down and dropping routes that are bound to the interface (something I'm not a massive fan of, routes will stop working anyway if they needed that interface up) then you can just list all your routes in a consolidated block at the end. Issue would be how to make use of that in /etc/network/interfaces, because it likes to attach routes to interfaces specifically, but arguably that's a problem you can leave to the cloud-init people.

Multicast routes (on Linux, where I've had to add them in the past) tend to look like:

route add -net 224.0.0.0 dev eth1

(i.e. an interface not a nexthop). I don't know how they look when you start on with routers and all that magic, but I suspect that you find you need a multicast control plane daemon; I'd skip that for now because it's a big step up from what works and Openstack doesn't have a multicast controlplane anyway, not at the moment.
