The stubbing can be cleaned up a lot, but not completely.

- _find_ports() actually was failing because of a bug. (It was failing with 500 if backdoor_port == None) I just stubbed it out instead of investigating the cause of the failure. I'll throw a patch up in front of this to fix it. Thanks for having me reinvestigate.

- telnet.write() on further testing it isn't actually needed since I'm stubbing on _find_ports() to return [] nothing was trying to use telnet. I just assumed it was because this is needed if telnet is used. After I make the fix for find_ports() I'll confirm that no telnet connections are being established for these tests and remove this stub too.

- _check_coverage() is to get around errors when trying to stop coverage. The coverage module throws an exception whenever you try to stop coverage and it isn't running. Since coverage isn't started in the other action tests, I just skip the stops with this stub.

- xml_report() won't work because of the above stub and it's underlying reason for being there. xml_report() throws an exception if there isn't any data to report on. It is unavoidable here since coverage isn't running on anything for the xml report tests. Oddly, though coverage.report() doesn't throw an exception for this case.
