This is something the generated sphinx latex is trying to use with the line:\n\n\\usepackage[T1]{fontenc}\n\nThis probably means you\u0027re missing whatever package on your distro provides that. It looks like you\u0027re using an ubuntu or debian system, I would recommend installing the full texlive package with the \"texlive-full\" metapackage: http://packages.ubuntu.com/trusty/texlive-full that\u0027ll install everything texlive that ubuntu has which should included the missing file.
