I still am a bit concerned about this attribute.

Lets say my hypervisor is configured to support 10 concurrent migrations (the default for libvirt). In my opinion, in your default case, you'd want to target that upper limit. By doing this, you get higher throughput right out of the box, maintain instance state for the operators, and don't generally require additional configuration.

If we ask the drivers for an upper limit, then the operators are really only tuning this down if they find a reason (ex. network). I would think that would be a minority of operators? But if we default it to 1, then I think almost all would want to tune that higher (for drivers that support multiple live migrations).

I also think its best to ask the drivers, because each driver will know where to look. libvirt would look in the libvirt.conf. PowerVM (the driver I'm working on in stackforge) would ask the system - which evaluates the systems configuration and returns that upper limit.

I don't really like the behavior of setting it to 0, and then sending them all down to the driver (and hypervisor) to juggle. It seems like we lose a lot of the value of this queueing state if we do that. And while they *can* tune that variable to get that benefit, it just feels nicer to me if that default were the upper boundary instead of 1?

I agree the driver will definitely still need to bound on the concurrent live migrations, but just from a usability side this is where my head was at.
I thought the loss would be the instance state wouldn't show up as queued?
