Previously, if this method was called with include_locations=True, that means the caller needed the location dictionary in order to determine which location to download an image from:

https://github.com/openstack/nova/blob/master/nova/image/glance.py#L365-L366

That code -- specifically line 366 -- expects the locations dictionary to not be empty, which forcing the version to 2 accomplishes. However, with this change, the download() method may end up using the v1 Glance API if that is the current supported API for that endpoint. Instead of an exception being raised because there is no v2 API support (required for locations information), now the code will happily just proceed and the download module will die here:

https://github.com/openstack/nova/blob/master/nova/image/glance.py#L381

and end up bubbling up an AttributeError because image_id won't be defined (since the locations dictionary will be empty...)
Hi Jay, good point. Practically? (I don't have much experience, hence I seek your advice) Or do we have something to fix in the glance code then, because it seems that if the glance code is on or after Kilo - v2 will always be reported as CURRENT.

- We can harden this code to say if the requested code in nova wants to include_locations - and we have discovered the glance API to be v1 - then we just raise an exception, calling out - that it's not supported.
This should default to 1 I think since that's the current behavior.
