I think my greatest discomfort is with the use of six.text_type. I interpret the purpose of this method to be to determine if obj is a binary object with UTF-8 encoding or not, just based on the name—so it shouldn't accept six.text_type, which corresponds to unicode in Python 2 and str in Python 3. I think you should drop the six.text_type altogether. To explain why, consider the following test in Python 2:

    >>> _check_obj_encoded_by_utf8(u'test…config')
    Traceback (most recent call last):
      File "<stdin>", line 1, in <module>
      File "<stdin>", line 5, in _check_obj_encoded_by_utf8
      File "/usr/lib64/python2.7/encodings/utf_8.py", line 16, in decode
        return codecs.utf_8_decode(input, errors, True)
    UnicodeEncodeError: 'ascii' codec can't encode character u'…' in position 4: ordinal not in range(128)

Compared to the same thing in Python 3:

    >>> _check_obj_encoded_by_utf8(u'test…config')
    True

It's obvious that the result is incorrect in both cases.

Also, as an alternative implementation, you may want to consider implementing this as a matcher (see nova/tests/unit/matchers.py) that you would then use with self.assertThat(); that could then make this available to the rest of the Nova test suite, and you could then avoid the use of the message argument to self.assertTrue().

(Note that self.assertThat() is not part of unittest; it is an extension provided by testtools, which is where our test classes are derived from.)
Yes, you are right.
