Since the binding:profile is an opaque dictionary, it shouldn't have an impact of storing some more information in there (at least I haven't found any yet). There might only be a small overhead to pass those extra characters in the neutron REST API call/response.

2) You are proposing to use the neutron port id and use it for the pci_request_id. The good thing about it is that there is no change with the binding:profile. But I feel that both object are distinct and should maybe have their own unique ID.

I guess both methods are reasonable. We just need to pick one for consistency.

For sure, I think there is a discussion that need to take place about long term interaction with neutron. Some information like the pci_slot is stored in the neutron port even if neutron doesn't really care about it - neutron shouldn't be a placeholder for nova's data (I guess the only think it cares about is the product/vendor ID for the sriov mech driver).

Also, I like the idea of using the _new flag for distinguishing between PCI device allocated on the incoming compute versus on the migrated compute. I propose that when this is in place, we modify the code here (and elsewhere) to support it for cold migration as well.
Got it.
