I think it triple checks almost everything here. For the multiattach code I tried to refactor check_attach to work well and remove a few checks here, but it turned out it raises exceptions in a different order than any other part of the code and I think that was the part I started to give it up...

If we think this should be changed to use the regularly '_check_attach_and_reserve_volume' I might do it in a follow up patch as that's not really a part of removing 'check_attach' and then we might look into how to make this one more sane if possible. For example, the current flow where this is used for one place is attach_volume. The compute API (this) reserves the volume and then casts to the compute to attach the volume. If the attach fails on the compute then the compute manager unreserves the volume. This is a bit incomplete since if we didn't even get the RPC cast to the compute (rabbit is down or network short or something), then we'd fail the cast and the volume would be stuck in 'attaching' status and you'd have to reset the state on the volume (via the admin API in cinder) to re-use it.
The code calls reserve_volume on the new_volume in line 3539. In that case, Nova was blindly accepting to have compute AZs that weren't matching the instance AZ (which is an user flag, meaning that the end-user has no assumptions at all about whether AZs are enforced in a specific cloud).

With that change, it would break an unshelve action and would result in an ERROR state for the instance if by chance the instance is scheduled onto a compute that is not having the same AZ. In that case, the call to az.instance_get_availability_zone() that we make in volume_api.check_availability_zone() would return an AZ that would be different from the volume AZ and that could be a problem if cross_az_attach is set to False.

I'm just saying we add a check that would return a different behaviour in some specific case.
