This change handles two cases for\nlive migration:\n\n1. The destination host is forced so the scheduler\n   is bypassed. In this case we directly compare the\n   source cell against the destination cell and fail\n   if they are not the same with a MigrationPreCheckError.\n\n2. If no destination host is specified, or it\u0027s not forced,\n   we update the RequestSpec sent to the scheduler so it\n   will restrict the compute nodes it pulls from the same\n   cell that the instance lives in.
