So when nova-compute starts up, it sees that API DB is configured in nova-cpu.conf and asks conductor for the cell mappings, but nova_cell1.conf isn\u0027t configured for the API DB so it blows up. The dependency here fixes a bug in devstack where nova-cpu.conf shouldn\u0027t have been configured with database access anyway.
