build fail and reschedule to conductor.\nEventually all alternate hosts are exhausted and specifically\ntrying to claim allocations against the alternates fails,\nprobably because between the time of initial scheduling and\nrescheduling something else took up the spare capacity on the\nalternate host.\n\nWhen this happens, MaxRetriesExceeded is raised but the\ninstance is stuck in BUILD status
