The three consumers of that method were reacting as\nfollows:\n\n- _refresh_associations was pointedly ignoring the condition, allowing\n  subsequent use of the (None) return value to raise an exception.\n- aggregate_add_host and aggregate_remove_host were raising\n  PlacementAPIConnectFailure.\n\nWith this commit, @safe_connect is removed from\n_get_provider_aggregates, and the consumers are adjusted as follows:\n\n- _refresh_associations will now simply raise up whatever ksa\n  ClientException is triggered. The method was already able to raise\n  such exceptions from other code paths, so the only difference from a\n  caller\u0027s perspective would be that the (previously undocumented)\n  TypeError is no longer possible.
