working thory as this works fine on 2023.2/2023.1 where we are just usign qcow for everything and most of the job failed where we are using ami for almost all the jobs\n\nhttps://review.opendev.org/c/openstack/nova/+/924762/2 is testing this fix + the cve fix to ensure it actully corrects the problem\n\ni have a seperate fix to revert 2024.1 to mirror master and only use ami images in this job so ill backport this there too if this
