will raise a\nInvalidVolume exception that causes our resize to set\nthe instance to ERROR.\n\nA volume could have backing-up status if a volume backup\nis running and the resize would not gracefully fail but\nrequire an operation to fix the ERROR state on the instance.\n\nThis patch changes so that we try to reserve the volumes\nbefore starting the actual resize and if the reserve\nfails we do a
