It works as expected when run in isolation. However, when it is run as part of the nova-tox-functional-py310 gate job (the same happens locally) then it becomes unstable and it fails roughly once out of 15-20 test suite runs. Clearly it must interact with another test, but so far I could not figure out which one or how. Of course it cannot be merged in this state.
