That user is created by\nos_ceilometer\u0027s service_setup, which runs later in setup_openstack.yml.\nOn a fresh deployment the grant fails with \u0027No User found for ceilometer\u0027\nand the swift play dies before registering object-store endpoints,\nbreaking glance (swift default store) image operations.\n\nMove the swift import to directly after the ceilometer import.
