Working this through, Neutron manages routed pods with host aggregates to identify which hosts are in which segments. When these are first (automatically) created they appear to take into account which networks a host can reach, but ignore the segment identifiers. As a result, unless Neutron code is adjusted I don't think this is strictly necessary.
Further testing negates my previous comment. Neutron requires unique 'net_name's for hosts in each pod for this to operate correctly. As a result, adding 'reference_group' support here does seem useful. I've amended the commit message, comments and release note to reflect this.
Just so I can make sure I understand correctly, reference_group(s) provide the ability to further segment hosts based on some capability or difference (i.e. rack location) that cannot be done with group_binds outside of creating groups for each rack (in addition to whatever other group membership you're trying to define).
