This was implemented to try to cut down the number of times that a package refresh is done during a build test.\n\nWhile this could probably do with clarity, this patch is not adding that functionality or changing it significantly. It\u0027s just generalising when it\u0027s applied so that if zuul is used for external CI it still takes effect. As such, I think we can go ahead with this and a subsequent patch can be done to add code commenting to clarify why the cache value is set like this.","commit_id":"e7a77a08acdd22190c575e508b619cdeaa206e41"}]}
