The loopback device for each service is created\nfrom those files by the respective loop service (e.g.\nloop-cinder.service).\n\nHowever on a reboot these services may fail to start because /openstack\nhas not yet been mounted. In such a case, cinder-volume.service also\ncannot start and the Cinder service is down in OpenStack, preventing VMs\nfrom working.\n\nThis patch makes the loop services require the /openstack mount.
