The current ceilometer upgrade command \"ceilometer-dbsync\" in ceilometer chart is deprecated since ceilometer newton(3.0.3) and will not create ceilometer resources in gnocchi by default. The replaced command \"ceilometer-upgrade\" (since newton) will create resource types in gnocchi by default. A user story https://storyboard.openstack.org/#!/story/2005019 was created which includes the update of the deprecated ceilometer upgrade command.
