If timing is bad, the initial cell setup job may run\nprior all compute\u0027s services being up and not \"register\" them in the\nhypervisor list. The deployment is then forced, because of the bootstrap\njob, to wait until the top of the next hour for cell setup for run\nagain, which them registers the rest in the hypervisor list. The cell\nsetup job does have an init container, but it only checks that a single\ncompute service is \"up\" before proceeding with the initial\n\"discover_hosts\".
